Not like they couldn't do a stage or something. It's not like they're unwilling to make the content, I mean they have true final bosses and themes specifically for them. I think it's just 30-year convention at this point that started with gradius (which I believe was the first STG to loop). With a second loop, they can change what would be a 5-stage game into a 10-stage game just by altering the behaviors of enemies on that second loop. Why not make more levels and enemies instead of just rearranging existing and their attacks? Hardware limitations, most likely graphical memory limits specifically.
